Until  a  few  decades  ago,  a  public  library  meant  a  building  containing books  for  reading  or reference.  Books were the only means of formation, relaxation and even entertainment. The advancement  of technology  gave  birth  to  audio-visual  aids  like  records,  films  etc.  Some enterprising  people  got  the  idea  that  if  there  could  he  libraries  of books,  then  why  not libraries  of  films, records  or  even  toys.  Thus  today almost  every  town  has  public  libraries  giving people  an  opportunity  to become  members  at  a  nominal  fee  and  borrow  whatever  they  are interested  in  for  a  certain  period  of  time.

It cannot  be  disputed  that  public  libraries  play  a  very  crucial  role  in clay  today.  A  book  library  provides  access  to  a  vast  variety  of  reading material.  In  view  of  the  fact  that  books  have  become  expensive,  it  is at  possible  to  buy  even  all  the  text  books  one  might  like  to  refer  to. Anyone            living in a  town  or  a  city  must  be  familiar  with  the  circulating libraries.  The  circulating library  may  keep  a  collection of  book,  magazines,  records,  films  etc.  One  has  to  pay  monthly or  annually membership  fee  and  then  one  can  take  material  of  one’s  interest  on nominal  rental  charge.  Thus  one  can  get  valuable  information for knowledge  or  for  learning  at  ones  convenience.

Public  libraries  to  be  successful  really  need  the  co-operation  of  the people  who  use  them.  People  must  handle  the-things  with  care  and  not tear out  pages,  spoil records  or  break toys.
