Dear Ramesh,

Many thanks for your kind letter of the 15th instant, to which, I am sorry, I could not reply in time because of serious social disturbances in our town recently. The case had created serious tension in the township and the authorities, apprehending the outbreak of a communal riot, had imposed a dusk-to-dawn curfew, bringing all activity in the town to a standstill for over two weeks.

Under pressure of the public, the controversial cop, Mr. Y, the former SHO of the area, has been suspended on charges of gross irregularities in not registering a rape case involving a teenaged girl from the minority community whose modesty had been allegedly violated by some roadside Romeos belonging to the ‘majority community. It was alleged that Inspector Y and his colleagues had connived at not registering the rape case. Instead, they charged the girl herself and allegedly framed her for indulging in obscene behaviour in a public place. This infuriated the members of the minority community, who have a sizeable population in the area and also command some political clout.

On the evening of the incident, a number of wild rumours spread in the area, with the result that a 5000-strong mob came out on the streets and started attacking Government property. A number of stabbing incidents were also reported from the narrow lanes and by-lanes of a particular pocket of the colony. When the situation appeared to be getting out of control, the Deputy Com- missioner of the District visited the area to assess the situation for himself and to take suitable precautionary measures.

Enquiries made by him with the help of the Vigilance Branch of the Police confirmed the alleged misdemeanour on the part of Inspector Y, in booking the girl under the Public Obscenity Act, instead of registering the rape case, which was also being monitored by a court of law headed by a magistrate.

It was alleged that the girl was repeatedly gang raped inside the Government building with the connivance of the local police. Some persons have even alleged that she was later raped by the cops in the police station after a case had been registered against her reportedly at the behest of Inspector Y. The Deputy Commissioner was able to bring the situation under control, by enlisting the cooperation of the elders from both the communities and by convincing the members of the minority community that the culprits would be brought to book, irrespective of their social and political connections.

All law-abiding citizens are praising the impartiality and personal integrity of the Deputy Commissioner, which has saved the situation from turning into a major communal riot in this traditionally peaceful area.
