Jawahar Rozgar Yojna

Today, a situation has come, where the public sector units and other Government Agencies have surplus manpower. Instead of being technology-intensive, the industry and other related services have become labour intensive. There are no vacancies that can assimilate or give employment to people.

Depleting employment opportunities with its resultant law and order problems has shaken the Government from its reverie. It has compelled the authorities to think of alternatives

Rajiv Gandhi, the then Prime Minister of India launched, on the 28th April 1989, Jawahar Rozgar Yojana. It is a novel employment generation scheme. It envisages self-reliance and employment generation for the weaker sections of the society, namely the women, the scheduled castes and tribes and the rural poor who do not have land and other permanent means of sustenance.

This Yojna proposes to provide employment to at least one of each rural poor family near his/her village. It also reserves 30% of the employment generated under the scheme for women. Nomadic and other migratory tribes also come under its consideration. Under this scheme each village panchayat with a population of 3,000-4, 000 people will receive Rs. 80,000 to Rs. 1 lakh a year to implement the Yojna.

Jawahar Rozgar Yojna does not impose on the rural masses any kind of employment opportunity. It gives the village panchayat full authority to plan and execute only those employment schemes, which it deems fit for the village and its people. It places in the hands of the villagers’ sufficient funds to activate and run their chosen schemes. The Yojna has done away with undue external pressures and interference, which were often the cause of failures of previous, other employment garnering programmes. Thus the benefits accrued by the people stand a good chance of being greater than any other employment scheme. Since the finances are available at the door-step itself, there are lesser chances of their disappearing mid-way or being inefficiently deployed. Besides the villager is in the position to understand the reason behind the expenditure of every single paisa of the scheme. He is able to witness the changes that are being brought about by the generation of employment and the number of people who are being benefited by the Yojna.

The Yojna proposes to bring under its fold every single panchayat in the country through systematic deployment of all programmes, which would eventually usher in true democracy in rural India.

The Yojna has placed special emphasis on the upliftment of the neglected rural women; Panchayats are required to pay attention to their educational and employment needs. This they can do by creating adequate infrastructure, where they will be fruitfully employed and at the same time be in a position to attain literacy.

Undoubtedly Jawahar Rozgar Yojna is a well-conceived comprehensive plan of action, seeking to provide freedom to the neglected rural masses from the distressful struggle of everyday living. But Jawahar Rozgar Yojna also stands to be harmed by the factors such as official indifference, corruption, nepotism, inefficiency and irresponsibility.

The bureaucratic red-tapism has known to harm almost all the developmental programmes through its needless paperwork and non-committed attitude. If to a certain extent, (if not entirely) the official apathy, greed and selfishness, could be replaced by a fair amount of integrity, then and only then the scheme stands a reasonably fair chance of succeeding in rural India.
